The short answer
Manteca’s current development fee schedule includes a small residential demolition category and names sheds as an example. That is a strong reason to check with Building Safety before demolition. The city also says its Citizen Access portal is used to obtain permits, research permit history, and schedule inspections. A shed that was exempt from a permit when installed can still raise separate questions when it is removed, especially if it has power, plumbing, a substantial foundation, or sits near another structure.
What to have ready before you call
Write down the shed dimensions, construction material, foundation type, and distance from the house and property lines. Note any wiring, plumbing, gas line, solar equipment, or fixed appliance. Photos of all four sides, the interior, and the access gate help explain the project without guessing. Ask the city which permit applies, who may pull it, whether an inspection is required, and what records must remain on site.
Why utilities change the plan
OSHA demolition guidance calls for utility services to be located and controlled before demolition begins. A light switch or outlet is enough reason to stop and identify how the shed is fed. Do not assume a cable is dead because the light no longer works. Utility control belongs in the project scope before panels or framing come down.
A practical permit checklist
1. Confirm the property address and jurisdiction. 2. Check the city permit portal or call Building Safety. 3. Describe the shed, slab, utilities, and nearby structures. 4. Ask what inspection or debris records apply. 5. Keep the permit documents available if the city requires them on site. 6. Give the removal company the confirmed requirements before scheduling.
Where debris rules enter the picture
San Joaquin County runs a C&D diversion program for applicable permitted projects in the county. The program and its documentation requirements are separate from the question of whether Manteca requires a demolition permit. Ask both questions. Keep weight tickets or other records if the permit or diversion plan calls for them.
